Born in 1951 in Ruzhin, Ukraine and served in the Army in Siberia as a paratrooper. He is a graduate of the Moscow Medical Institute. In 1989 he arrived in the United States and immediately joined the Zionist movement, as part of the Zionist Organization of America. He is one of the founders of RAJI (Russian American Jews for Israel), the American Forum of Russian-speaking Jewry and the World Forum of Russian-speaking Jewry. He is a member of the Board of Directors and a member of the executive committee of the World Zionist Organization, and President of the American organization “Israel Our Home” (Israel Beiteinu). He is currently the Chairman of the American Forum of Russian-speaking Jewry. He also serves as the President of the media company ORA Publishing, which includes the weekly newspaper Forum-Weekly, Evreyskiy Mir (Jewish World), the Russian-language internet portal ForumDaily.com and Radio Vera (Radio Forum Faith) in Canada.
