The creation of the umbrella organization COJECO was a direct result of her work. For the past ten years, Bella worked as the Director of Emigre Services at JCCA, where she was responsible for services and programs that provided help to the Bukharian Jewish community. She also developed and conducted the Leadership program for young Bukharian professionals, resulting in the creation of the Bukharian Jewish Union organization (BJU).
